     President Gene Turner called the meeting to order at 8:00 a.m. A quorum was present. Judge Turner acknowledged the presence of Don Lamonica, our legislative liaison. He also acknowledged the presence at the conference of John Cosgrove, representative from Miami-Dade County who participated in the educational program and Judge Joseph Farina, Chief Judge, 11th Judicial Circuit, who installed the officers of the Conference at the installation dinner on July 15th.
     Motion to accept the Minutes of the March 19, 1999 Executive Board Meeting as printed in the Courier, was seconded and carried.
     The new Courier Editor, Judge Peggy Gehl, was unable to attend the meeting. Everyone was reminded to cooperate with our new Editor by timely filing committee reports. The deadline for the next issue is September 1, 1999. The treasurer, Judge Leonard Feiner, distributed copies of the treasurer's report, and motion to accept the report carried.The president, Judge Turner, distributed copies of the list of committee chairs and committee member appointments. He requested that everyone keep involved in the conference by participating in a committee, and if anyone did not get a committee appointment, it was because they had not returned the preference form. It is not too late to get involved! Contact President Turner.
     Don Lamonica made some brief remarks regarding the accomplishments of the past term, and stated that he was looking forward to continuing his work for the Conference, and would keep in mind the priorities established by the legislative committee: compensation, benefits, and retirement.
     Judge Harvey Goldstein expressed his thanks to the conference for re-electing him to the JQC committee. Pursuant to the constitutional changes, he will now serve a 6-year term beginning January 2000. Judge Goldstein was recently elected chair of the 6-member Hearing Panel of the JQC. Judge Tom Freeman, JQC representative whose term expires December 31, 2001, discussed some of the problems that are being brought before the committee.
     Judge Beth Bloom, 3rd district vice president, announced that Judge Marilyn Milian was appointed to the Circuit Court. She also announced the names of four Miami-Dade County Judges sent to the Governor recently for the Circuit Court opening: Judge Shelly Kravitz, Judge Sam Slom, Judge Kevin Emas, and Judge Cecelia Altonaga. (Ed. Note Judge Altonaga was appointed to the seat August 18, 1999.) Judge Bloom also reported that pursuant to the mandate of Chief Justice harding, the 11th Judicial Circuit devoted one day - June 18th - to a diversity training program, which was attended by all judges in the Circuit.
     Judge A. B. Majeed of the 5th District, commended the Education Committee on an excellent program for the summer conference.   He also noted that the deputies of Collier County, who were assigned to the conference, did a fine job and felt that some expression of appreciation should be extended.  He is looking forward to the conference in Melbourne, which is his home territory.
     Judge Pat Cadell announced that a new Judge was appointed in the 6th Circuit, Judge Tom Grady.
     Judge Walter Heinrich reported that Judge Ron Figarota was appointed to the Circuit bench on May 14, 1999.
     Judge Nelson Bailey reported that the 15th has two new judges: Judge Ken Stern and Judge Donald Hafele.
     Judge Leonard Feiner as chair of the Administrative and Management Committee is reviewing the Conference By Laws, especially regarding notice requirements for our elections. Anyone who is interested in seeking a position should give written notice prior to the spring board meeting in March.
     As chair of the Awards and Merits Committee, Judge Mary Robinson reported that four awards were given at the Conference. The Harvey Ford award was presented to Judge Karl Grube. And three special awards were given to Judge Woodrow Hatcher, Judge Jeff Colbath and Judge Jay Spechler.
     Conference chair Judge Earl Collins announced that Judge Cory Ciklin has been appointed vice chair of his committee. He stated that the conference was well attended – we had 192 judges registered and 9 exhibitors. Judge Collins reported that he received many compliments about the conference and the facility. Because so many members requested that we return to the Registry, Judge Collins will send a letter of intent to reserve space for 2001.
     Education Committee chair, Judge Beth Bloom reported very positive feedback regarding the changes in format of the education program. The members of the Conference were very appreciative of the presentation of speaker, Penny White, Former Justice, Tennessee Supreme Court whose topic was “What Price Independence?” and Palm Beach Judge, Nelson Bailey’s presentation of “Florida History for Florida Judges” - Also the new format for legislative update brought in Representative John Cosgrove and our legislative liaison, Don Lamonica.
     The Education Committee has been working to complete the Criminal Bench Book, which will be available to all judges in the near future. A civil bench book is also in the works. The videotaping of the track sessions will begin at the winter conference.
     Judge Peter Evans announced that the Traffic Adjudication Seminar will be expanded to 4-1/2 days. His committee is in the process of forming a subcommittee to report on the possibility of a program for magistrate training. The new associate dean is Judge Karl Grube.
     Judge Spechler and Judge Hatcher reported that the legislative committee will continue to work on behalf of the conference and recited three priorities: salary, benefits and retirement.
     Senior Judge William Seaver stated that the requested increase in senior judge compensation was not approved by the legislature. Motion to support an increase of the daily rate of compensation for senior judges, up to $300.00, was made, seconded and carried.
     Small Claims chair, Judge Nancy Perez, discussed the script for the small claims video. Also, she reported on the substantial changes being proposed to the Small Claims Rules.
     The Court Technology Committee still needs input from the members of the Conference. Submit your photo and any information to Judge Anne Kaylor.
     Judge Jeffrey Arnold reported that the Delphi Committee is scheduled to meet in November and will render its report thereafter.
     Old Business: The Supreme Court is in recess and there is no opinion regarding the 6 year term.     New Business: The merit retention issue which is to be placed on the ballot in 2000 will be addressed at the October Board meeting.
     There being no further business of the Conference, the meeting was adjourned at 9:50 a.m.
